Fabiola Luque
President - Latin America
As an economist and change leader, Ms. Luque has been involved in many cultural and social initiatives from an early age. After completing studies in finance both in the Netherlands and United Kingdom, and participating as “Delegate” and “Chair” of different Model United Nations in Peru and around the world, she was appointed investment advisor in wealth management for the leading bank of Peru. In her current position, Fabiola supervises the investment portfolios of over 100 VIP CEOs, CFOs & corporate directors among others. Also, Ms. Luque served as Liaison Officer of Papua New Guinea's Delegation during the Asia Pacific Economic Cooperation (APEC 2016). While attending discussions related with global markets, inclusion, finance, innovation and education, Ms. Luque acquainted with the principal leaders of different economies and key actors of world development.

Sherin Sonia Jacob, MSc

As an innovator and integrator, Sherin believes that hard work and dedication that defies all odds can help one achieve success. Dr. Bertha Santoscoy

Dr. Bertha Santoscoy, Attorney-at-Law, holds a PhD in International Law and Political Sciences. She has been the Permanent Representative of the Organization of American States in Peru and Dominican Republic. Acting as the institutional diplomatic and political liaison, she conducted educational and humanitarian programs for the victims of natural disasters and collaborated with the Demining Action Program between the border with Ecuador and Peru. She worked on Presidential and Legislatives Electoral Observation Missions in Haiti, Paraguay, Panama, Saint Kitts and Nevis, Dominican Republic, Peru, Ecuador, and Suriname. Prior to this, she devoted 17 years to the Inter-American Commission on Human Rights in Washington, D.C., handling the promotion and protection of human rights in many countries in Latin America.

Abin Noboa-Ríos, Ph.D.
Programs Development & Education Policy Adviser
Dr. Noboa is an educational researcher, program developer and policy analyst that works primarily in the fields of education, mental health, and community development, specializing in educational research, student achievement and policy analysis. He has six earned degrees and several post-doctoral certificates from various universities that include Harvard University, the University of California at Berkeley, University of Michigan, University of Illinois, Southern CT State University and Oxford University. He serves as associate to several corporations and is also Of Counsel to Metropolitan Group, Emerging Rule, Danya Intl, and Links Media in education and evaluation, with respective offices in DC, Portland and San Juan. He has worked in the field of education as a teacher, high school principal, district administrator, senior researcher at district, state and federal levels, and internationally. He is the founder and president of Innovative Consultants International, Inc. in Washington, DC and San Juan, Puerto Rico. He is administered numerous research studies, authored a variety of publications, and currently completing a state-of-the-art book on education, America’s Challenge: Latinos and Education in the 21st Century, Where are we? He has also served as editor of two other books and co-founder/Editor-in-Chief of several journals. He is listed in Men of Achievement as well as Who’s Who in American Education (2007) and Who’s Who in the Southwest (2008) and serves on various review boards.

Lydia Hall, MA
Adviser of Legislative-Executive Integration
Lydia graduated from Columbia University in May of 2013 with a Master of Arts in sociology and education (concentration in policy). During her first year of graduate school, she conducted research on the efficacy of afterschool and summer programs. Her graduate work gave her a deep understanding both of the societal roots of inequity in the United States as well as of current policy issues, and allowed her to further develop her analytical and research skills. Prior to that, Lydia worked in the government relations practice group of Drinker Biddle & Reath in Washington, D.C., where she helped to plan grassroots Hill days and advise clients on outreach strategies. She received her undergraduate degree, cum laude, from Tufts University in 2008 (major in art history, minor in communications and media studies).
